This Design-Build project requires Burr Construction, Inc. to install new SCR system to reduce NOx from 30 ppm to 5 ppm  on three (3) boilers and correct to 3% O2 at Boiler Plant B-295 on the VA West Los Angeles Campus, and replace the existing burners on three (3) boilers to reduce the Nox from 30 ppm to 9 ppm at Boiler Plant Building B-202 and connect it to the newly updated system at VA Sepulveda Campus.  The retrofit boiler plants in each building must be compliant with SCAQMD standards.  The construction requires Burr perform three (3) phases of work at each site, as only one burner in each facility can be worked on at a time.  Work also includes removing all existing connections (gas, electrical, and water) as well as demolishing the existing burner(s).  Burr will also remove sections of the stack at the economizer lever and insert the SCR and field assembly in its place.  An ammonia skid and controller that dispenses the correct amount of anhydrous ammonia to assist the SCR in reducing the Nox emissions will also be installed.  Burr will be responsible for coordinating all testing and commissioning of the boilers, as well as obtaining all permits prior to construction.
